Hey Everyone, I have been reviewing the police reform opportunities and have not heard about any concrete plans at reformation. As such I was thinking of options to start a full worldwide review of police, their activities, tactics as well as use of force applications. As we know police misconduct runs rampant in our society as police use tactics that are illegal as well as immoral. Entire departments have a policy that makes them cover for one another, hide evidence as well as set people up for crimes if they try to complain about said police misconduct. In the city of Calgary Alberta in 2018 there were more police reported shootings than Toronto and New York combined. This police force along with the others uses torture as a method of compliance and have an alleged policy that the police are allowed to cause injuries that do not cause brusing. They also allegedly appear to deny people medical care to prevent records of their injuries. These methods that the police use to uphold the law matter just as much as the words transcribed into law. Without the front line officers being honorable we degrade the entire profession each time a corrupt officer walks free. As such we need a radical revolution in policing that starts with identifying the problem cities and detachments. From there we then work to reform the police or remove them from active duty. I therefore propose the following system: 1. We collect analytic reports about the police use of force complaints, deaths or injuries to compile a list of the greatest offending detachments. From here we move department by department cataloging and grading each officer and their performance in relation to the communities in which they serve. - This system would give them a percentage grade, those with the highest grade are promoted to leadership of the detachment while failing officers are sent back to the academy to improve. If they fail to improve and their grade continues to drop they are then given notice and if they don't improve then they are removed from that detachment. 2. Once we have the new leadership in place and the corrupt officers removed we then work on community involvement and more training for the officers on duty. This training would include EMR certifications as well as new safe tactics to use during an apprehension. 3. We institute new guidelines for police use of weapons as well as their use of force. Many times police use force as their immediate action without even attempting diplomatic channels. As such I propose the following system: Armed Suspects - If they are armed with a knife or other close range weapon the police will: 1. Attempt to de escalate the suspect through diplomatic channels in an effort to ease the suspect into compliance. 2. If diplomacy isn't successful then the police can use their taser and other non lethal options to safely subdue the suspect. 3. If the suspect is unfazed by the taser then the officer can use his weapon to make a non lethal shot to disarm or disable the suspect. 4. If they are armed with a long range weapon then the police can attempt long range diplomacy, if that fails then the police can use force enough to defend themselves. The police should be provided with bulletproof vests and helmets so that their safety is paramount and doesn't cause them to react in fear. Unarmed Suspects - 1. The police should attempt diplomacy to pacify the suspect. 2. If diplomacy fails then the police can use safe subduing techniques to subdue the suspect. If force is used in any capacity then the police must take the patient to the emergency room to ensure the health of the suspect is cared for. Furthermore, the police must wear body cameras at all times during every arrest so that the police can review those for training purposes. Furthermore, this will ensure transparency with the police force and the public. If the officer fails to use his camera then they are formally reprimanded. 4. We update the training of officers to align with international standards and guidelines to include medical certifications, psychological degrees to help with people in shock as well as courses on bias and safe handling techniques. We also need each officer to be trained to identify and stop Human Trafficking as its an epidemic across this continent. 5. We immediately remove "pain motivation" from the training modules as this violates human rights and the Geneva conventions as this is essentially torture by the police. Police define this as "gaining compliance with targeted pressure" which can cause nerve damage and life long injuries without leaving a mark which is why they employ this. The Definition of torture is as follows: the infliction of intense pain (as from burning, crushing, or wounding) to punish, coerce, or afford sadistic pleasure As such, given that we have been told for years that there is a "war on crime" that the police are waging against the population, this is in contravention of the Geneva Conventions. The Geneva conventions are the laws with which prisoners of war are to be treated and torture is illegal in the worldwide community. This application also contravenes the Charter of Rights and Freedoms that protects against cruel or unusual punishment. As such this must immediately be removed from police manuals and training courses and new pacification techniques must replace it. 6. We institute racial bias courses to help the officer identify bias during their investigation as well as by public reports. This will also allow us to better spot racism and inequality within the police force and the community at large. From here the police would email their government representative to help provide insight on new laws or the removal of old laws that are found to be systemically racist. 7. We start community outreach programs where the police can once again connect to the community and find commonality. This would include programs and budgets for community gatherings, barbeques, referrals for services and it will give the officers a disbursement fund to buy food or shoes for homeless or needy members of their communities. They would also institute a crime deferral system that will allow the officer more options to deal with non violent offences like cannabis possession. They would be able to use community service, restitution and other deferral options for crimes that do not harm person or property. In closing, we have seen too many tragedies befall the community by inexperienced or corrupted officers and we need to reform the police to once again serve the community. This starts with a complete revolution within policing from the top brass to the traffic cops on beat. Furthermore, with this new standard of policing and education we need to increase the officers wages according to their community score and make yearly reviews contingent on a good community score. Each year the community can provide feedback on officer interactions both good and bad through a new public run police oversight committee. This civilian run organization would keep track of community scores and work with the detachments to help officers improve their scores and help the community with a public forum for grievances and congratulations. I realize that it's a tough profession, I myself worked in criminal law for nearly a decade. That being said, I witnessed first hand atrocities at the hands of our chosen protectors. Each time an officer abuses his or her power over the populace, we degrade the very institution of law and order. Police have to be Paragons of Justice instead of Heralds of Injustice like we see so frequently now. Without the front line officers being above reproach, we will never truly have liberty and justice for all.
