Starting with Newark Nj, and Flint Michigan I propose a continent wide infrastructure upgrade to align each city with national water standards. Essentially creating a continent wide clean water aqueduct system. We can leverage our oil industry to have them upgrade water and gas infrastructure. They would be skilled at liquid and gas transfer methods and should easily be able to adapt to smaller pipelines throughout our cities. You would work with mayors, governors and senators to overhaul each city and state. As the construction is being conducted you would review political, economic, environmental, cultural, judicial and social needs of a city and work to align them with the new upgrades. You would initiate training programs and educational initiatives to gather a robust workforce that will help revitalize the area. Upskilling old trades into new skills and ensuring that everyone in the city has a job or the support of local social programs. In conjunction with city assets, private contractors and military resources they would setup roads, build shelters, homes, and power generation. In addition they would institute food security provisions like skyscraper farms and city gardens. They would coordinate projects and go section by section within a city. As the oil industry installs new water and gas infrastructure the cities construction sector would fix roads and neighborhoods. As they go they would also install broadband routers to upgrade city connectivity as well. Incentives would then be offered to homes to upgrade their internal infrastructure through the private sector or through home repair. Adding water filtration and solar panels would allow each home to he energy self sufficient and environmentally benign. The military would be used to upgrade rural infrastructure to keep it in line with national secuirty and society needs. Upgrading city by city communication with power independence and to be water sustainable. Allowing both our cities and towns to be self sufficient. Fixing roads to major cities, farms and government areas to enhance defence readiness and quality of life. New water centers would be built to clean and transport water to any area within the grid that has a drought. Allowing the system to correct for water table shortages and respond with emergency water tables to refill an area shortage. Each center would filter the water under normal operation and would keep a reservoir in case of an emergency. I would also add turbines to allow the centre to also act as a power generation facility. These would allow a consistent water source regulated nationwide to ensure the best standard for the people no matter where they live. Each home would be supplied with solar panels that are fed into the newly renovated power grid that allows for two way transference of power. This allows the home to pull energy from the grid when needed and supply the grid when at capacity. This way each city would have it's own passive energy grid on top if the national grid. This can be used to help boost city revenue as it can be sold back to the grid or allow a city to be energy self sufficient. Allowing city and govt buildings to reduce power costs to relocate those funds to other needed programs and services. The renovations would essentially make each city self sustainable and environmentally benign. The city would have it's own food, water and power infrastructure that can be used to feed the homeless and to ensure food security for a nation. At the same time new affordable housing projects would be enacted like compact homes to reduce poverty and eliminate homelessness. Refocusing our programs to support the people and infrastructure projects. Social services, education upgrades, counseling and support programs would assist in establishing a foothold for anyone in poverty or who might be homeless. Once the revitalization has concluded you have a multi skilled population ready to then chart our new space endeavors.
