I was thinking that we utilize any overflow hospitals that were setup but not yet used. This way you have a secondary location for surgeries that is separate from the Pandemic. This would have a dedicated staff with its own supply lines to keep this site as clean as possible especially after surgery. This will allow you to specialize care at this location and reduce risk. Once the pandemic has been resolved you can look into consolidating resources once again but for now a separate location just for surgeries might be beneficial.
